Experience shows what the firm has done, such as the types and scopes of projects they've completed, the industries they've served, and the contract environments they've handled. Past performance shows how well they did those projects—quality, timeliness, cost control, and customer satisfaction. The evaluation separates capability from reliability: you want evidence of relevant work in the past and proof that similar work was executed successfully. That’s why the best answer is the one where experience reflects WHAT the offeror has done and past performance reflects HOW WELL the work was performed.

Swapping the definitions would mix up the two concepts, treating them as the same, or suggesting one is inherently better than the other, which isn’t how these factors are used in assessments.
